JOB SUMMARY:

 In 2010, Iowa Western secured a five-year grant to expand its distance education capacity. This is a multi-faceted initiative to capitalize on enrollment growth opportunities by developing capacity to provide effective web-based instruction and flexible online student services, including E-Advising, Online Orientation, Online Financial Aid and Online Academic Alert. As a project team member, the Advisor/Online Student Services Specialist will lead development and integration of new online student services; will provide training and support for Student Services staff and faculty in newly developed online support; and will work closely with the IWCC Technology Specialist to integrate new services with IWCC’s student information system, ensuring that no matter how they access services, students experience the same range and quality of student support. In addition, the Advisor/Online Student Services Specialist will serve as an academic advisor for students, providing them with information and answers regarding admissions, registration, financial aid, and payment, as well as many other areas of the College.

GENERAL
RESPONSIBILITIES:
 

1. Serves as an advisor for and assists in the academic advising of current students by helping them select a program of study and schedule classes.

2. Advises potential students regarding admissions requirements and expectations.

3. Provides financial aid information to potential and current students (and parents) and answers questions they may have about the financial aid process and their award package. Explains financial aid eligibility and disbursement of aid, as well as cost of attendance figures, difference among and benefits of various types of aid, and estimated family contribution formulas.

4. Serves as an assigned advisor for General Studies students who take all or a majority of their classes online or at one of the College’s centers. Initiates and maintains contact with assigned advisees. Maintains an online Advising Group with dynamic content and frequent messages to assigned advisees.

5. Provides resources and support for online students regarding minor technical problems, including login and password issues, and serves as a general resource for online students both on the phone and through electronic communication.

6. Identifies and develops resources to continuously improve and enhance advising, orientation, financial aid, and academic alert processes. Serves as an active member of the Academic Advising Committee and other standing committees, as deemed appropriate, as well as short-term work groups.

7. Develops fully online content and forms, real-time web-based video interaction for place-bound students, and audiovisual content for 24/7 web-based access in the following areas: E-Advising (Year 2 of the grant), Online Orientation (Year 3 of the grant), and Online Financial Aid (Year 4 of the grant). Develops online Academic Alerts (Year 5 of the grant) to identify and generate online academic warnings to students who are at risk for failing courses, allowing them to access academic interventions in a timely manner. Continuously updates and seeks to improve online resources once they have been implemented.

8. Provides regular training opportunities and ongoing support for Student Services staff and faculty with regard to newly developed online services.

9. Serves as a liaison between Student Services and Information Technology. Works closely with the Technology Specialist to develop, implement, and integrate new online student services.

10. Ensures that annual objectives and performance indicators that specifically relate to the development and implementation of online student services are met. Actively participates in bi-monthly project staff meetings to discuss progress toward objectives and ongoing development. Completes detailed monthly time/effort reports and submits them to the Title III Director. Completes monthly activity progress reports detailing implementation progress and submits them to the Title III Director.

Job Duties:
JOB SUMMARY: 

Coordinate and support the acquisition, implementation, maintenance, and enhancement of electronic resources for the Cyber Library. Develop and advance electronic services in a collaborative environment and provide general reference and research services. Provide support for student achievement and success, as well as continuous process improvement in Student Services, through the complete and accurate collection, maintenance, analysis, and reporting of data.

SPECIFIC RESPONSIBILITIES: 

1. Manage electronic resources, research and analyze electronic resource products and offers, set up product trials, and collaborate with staff and faculty, as appropriate, in product evaluation.

2. Review vendor license agreements, ensure license compliance, coordinate product changes and renewals, and develop relationships with electronic resource vendors.

3. Provide technical support for electronic resources by working collaboratively with college IT staff to resolve problems related to electronic resource access.

4. In collaboration with the Student Support Specialist, and under the direction of the Coordinator of Academic Support, develop outreach and educational resources and programming for faculty and students that promotes optimal use of electronic resources, including workshops, online tools, and printed documents.

5. Evaluate and analyze usage of electronic resources, including the preparation and maintenance of statistical reports.

6. Monitor trends to remain current in emerging issues in electronic resources and research, and recommend enhancements to electronic resource discovery and delivery.

7. Coordinate interlibrary loan services for borrowing materials for students, faculty, and staff using the statewide SILO system and the OCLC Interlibrary Loan subsystem.

8. Collaborate with state and local librarians regarding best practices for delivering information resources to students, faculty, and staff.

9. Develop and maintain library web pages and information sites, ensuring content is current, accurate, and relevant, and assist in the maintenance of the various Academic Success web pages.

2. Administers and proctors tests for students enrolled in online classes. Ensures test materials and instructions have been received from the instructor prior to the testing appointment. Communicates results to the instructor as soon as possible after the testing appointment.

3. Administers and proctors a variety of other tests, including but not limited to those for the College Level Examination Program (CLEP) and for the Iowa Board of Dental Examiners.

4. Monitors quantity and quality of testing materials and equipment.

5. Provides data-entry support for the Admissions and Records Office with efficiency and accuracy, including, but not limited to entering prospect cards and processing address changes.

6. Performs other duties as assigned.

Workforce Development Director


Qualifications:
Master’s Degree preferred. A Bachelor’s Degree accepted with five years of administrative/supervisory experience required. Public agency experience, grant writing, accounting and computer background beneficial. Requires good oral and written communication skills as well as demonstrated organizational and people skills. Counseling, public relations, and human resources experience helpful.


Job Duties:
GENERAL DUTIES: The Director is responsible for the overall operations of the Workforce Development Department; also serves as the Workforce Investment Act (WIA) and PROMISE JOBS (PJ) Program Director/Front Line Supervisor. Responsible for the interpreting program regulations, laws, issuances, and technical assistance guides.

SPECIFIC DUTIES:
1. Develop, administer and monitor all budget, procurement and expenditure processes.
2. Oversee all federal and state reporting functions.
3. Oversee contractual relationships with the State Administrative Entity, service providers, employers, and program participants.
4. Approve and sign fiscal, contractual, and reporting documents for IWCC Workforce Development.
5. Maintain relations and coordinate program efforts with the Iowa Western Community College; Iowa Workforce Development and other WIA and PJ program operators in the state.
6. Staff all Regional Workforce Investment Board (RWIB), and Chief Elected Official (CEO) related meetings, activities, and functions.
7. Administer personnel policies and procedures; hire, supervise and provide technical assistance and training for IWCC Workforce Development staff.
8. Prepare all planning documents including the local Customer Service Plan and Plan modification.
9. Maintain partnerships with other human service agencies; serve as a liaison with Iowa Workforce Development and the Department of Human Services.
10. Coordinate advertising and public relations activities; develop forms, outreach brochures, and other printed materials.
11. Respond to public and business inquires regarding IWCC Workforce development activities and services. Represent IWCC Workforce Development at meeting and public functions and provide information about IWCC Workforce development to the general public, employers, and other interested parties.
12. Review WIA participant files, review eligibility and approve enrollment decisions.
13. Oversee the PJ case reading and limited benefit plan processes.
14. Field PJ participant complaints/grievances and work toward a resolution.
15. Conduct quarterly monitoring of contracts and files; monitor participant and program performance information.
16. Coordinate the resolution of findings resulting from audits, monitoring, or other reviews.
17. Gather and assimilate performance and program cost information on eligible training providers.
18. Attend professional meetings, education conferences, and training in order to maintain and improve professional competence.
19. Write and submit proposals for additional grants and funding.
